Program Highlights

In cooperation with the Lawrence County Juvenile Court System and Ohio State Highway Patrol, CARTEENS peer-instructors conducted juvenile driving safety sessions traffic schools for 329 first-time juvenile traffic offenders. The CARTEENS program has been very active with regular programs and prom presentations.

t      Fifteen older youth have participated in conducting sessions.

t      Presentations to almost 1200 teens during prom season were held at Chesapeake High School, Collins Career Center, Dawson Bryant High School, Fairland High School, Ironton St. Joe, Rock Hill High School and South Point High School.

The Lawrence County OSU Extension 4-H Program will continue and expand on these partnerships in the coming year in an effort to provide Lawrence County youth the marketable skills and confidence to succeed in today’s changing world.

  Our Mission

The Ohio CAR-Teens Program is a traffic education program for first time juvenile offenders. The Ohio State University Extension and 4-H members have networked with the County Juvenile Court and State Highway Patrol to offer this program. In the first year of the program, the number of second time juvenile traffic offenders seen in probate court was reduced by 89%.

The unique quality of the 4-H Carteens program is that teens serve as the instructors and curriculum planners for the bi-monthly sessions that violators must attend as part of their court sentence. The teens who are teaching actually develop the lesson plans and conduct the program for those who are assigned by the court.

The Highway Patrol staff are also involved in providing materials and serving as resources to the teens. The CAR in carteens stands for "Caution and Responsibility", which is one of the objectives of the team of teen peer teachers.

Program Objectives
  • Reduce the number of second time juvenile traffic offenders
  • Help teen make responsible lifestyle choices
  • Increase awareness of the effects of irresponsible driving
  • Develop leadership skills in the Carteens presenters
  • Establish a network between the juvenile court, law enforcement officals and the 4-H program
  • Increase visibility of 4-H programs in Lawrence County
